The picture above is a detail of the following photo of white sandy ground covered in deer lichen (commonly called deer moss) and gopher apple plants (the bright green leaves). Notice the tiny red parts on the lichen? Locally this plant is called British soldiers, but it looks different from what I see on the web as Cladonia cristatella. See large or extra large versions.
